Milano School of International Affairs, Management, and Urban Policy | www.newschool.edu The General Consulate of Argentina in New York and the Observatory on Latin America at The New School presents Design And Empowerment: Innovative Strategies to Transform Low Income Neighborhoods in Latin America - The Experience of Barrio 31, Buenos Aires. The successful experience of empowering the community for the transformation of one of the largest and well-known shantytowns in Latin America, located in central Buenos Aires, provides new lessons about innovative urban design, inclusive participatory processes, and community management. This case demonstrates effective public engagement by the University of Buenos Aires in addressing a major controversy of urban policy and social justice in Buenos Aires. After intensive debate, the proposed plan has recently been approved by the City Council. The experience of Barrio 31 challenges traditional approaches and categories used in addressing urban informality in the metropolis, and suggests hypotheses to guide the design and management of projects to strengthen social and spatial inclusion.       • Welcome Remarks; Causes, Pattern, Consequences Panel 1 Prosperity Amidst Poverty and Inequality focuses on the striking new phenomenon of prosperity amidst poverty and inequality in India and China. Three decades of sustained economic reform has generated very high rates of aggregate economic growth, structural diversification and technological change in both countries, while also simultaneously exacerbating social, sectoral and spatial inequalities and igniting fierce conflicts over access to services (education, health), resources (employment, land and water) and the governing frames of politics and culture. Moreover, increasing evidence of gross entrenched corruption has accompanied the process of dynamic economic growth in both countries, creating widespread demands for greater moral integrity, political accountability and social justice. Hence in recent years the national governments of India and China have enacted a series of policies, measures and reforms -- manifested in India through a series of progressive legislative acts that use the language of 'rights' and in China by such notions as that of a 'harmonious society' -- that seek to expand the political liberties, social opportunities and economic security of vulnerable citizens.
