Does Clumbia University allow foreign kids to use ACT score instead of SAT score?

I'm currently attending high school and I've been worried about the criteria that most colleges look at. My school doesn't have a lot of money to fund even the most basic extracurricular activities for students to do and I know that most colleges want to see active students in the community and in their academics. I wish to demonstrate that I'm willing to get out and do things, but I can't since there's nothing to be offered. I wish to join a great deal of clubs in college, but I'm worried that my current position of having only one extracurricular activity will affect my chances. Should I be worried?

What type of test scores on standardized test like the SAT and ACT are you looking for in potential students? If a potential student has low test score but a high GPA, would you still consider accepting them? Vise versa?
